1. What is a Backflow Preventor and why do I need it?

A Backflow Preventor is to prevent the reversed flow of water, liquids, or substances into the public water distribution system. This is required to keep the water system usable for every customer. This is required by the City Ordinance Section 82-432.C.2.

The Backflow Assembly Test is required to ensure that the Backflow Preventor is operating as it should or if it needs any maintenance. The annual test is required by City Ordinance Section 82-432.E.5.

5. Where can the Backflow Assembly Test be reported?

The Backflow Assembly Test is to be reported to Backflow Solutions Inc, or BSI.

6. What is BSI?

Backflow Solutions Inc, or BSI, is a company partnering with the City of Fernandina Beach to help record the tests. They are available for assistance by phone: (800) 414-4990 or on their website; backflow.com.

7. Who can I use for the Backflow Assembly Test?

Any certified plumber or Backflow company can perform this test and report the results. They would have a certificate through an accredited program (i.e.: TREEO, American Society of Sanitary Engineers).

8. What if I don’t have a Backflow Preventor but received the letter for the Backflow Assembly Test?

The business/property owner have six months to come in compliance. If they have any questions or concerns, please feel free to contact the Utilities Department.

9. Who is responsible for reporting the Backflow Prevention Test?

The business/property owner is responsible for ensuring that either they, or the person performing the test, reports the results.
