The City of Fernandina Beach has been awarded a $700,000 Florida Small Cities Community Development Block Grant (CDBG) from the Department of Economic Opportunity. The City will implement a program to either rehab or demolish and replace a minimum of ten (10) substandard houses for homeowners with very low-, to low-, to moderate-incomes (please see 2013 income limits below).

The housing program will be guided by the CDBG Housing Assistance Plan (HAP)
developed and adopted by the CDBG Citizen Advisory Task Force (CATF) and the City Commission. The HAP has set the following eligibility priorities for participants in the following order:
  1. Very low-income will be given priority over low- to moderate-income homeowners. 
  2. Disabled and/or handicapped head of household. 
  3. Participant is over 62 years of age. 
  4. Participants with large families (five or more). 
  5. Participants with small families (four or less).

The City will work with qualified contractors to rehabilitate, replace, or add the following components:

  1. Structural system
  2. Electrical system 
  3. Plumbing system 
  4. Heating system 
  5. Windows 
  6. Insulation 
  7. Kitchen cabinets 
  8. Stove and refrigerator 
  9. Roofing system 
  10. Extra bedrooms (if required due to bedroom size) 
  11. Handicap accessibility/ADA requirements 
  12. Weatherization elements 
  13. Green elements 
  14. Exterior painting

Housing Rehabilitation Program applications are now available.  Applications are due by Friday, June 21, 2013 at 5:00 PM.  Please click here to view the application.  Please note that in order to qualify for this program you must be a City of Fernandina Beach resident, you must fall within the income guidelines, and you must own and occupy the home that you are proposing for rehabilitation under this program.
