The Community Development Department (CDD) is dedicated to providing a full range of public safety services related to building, planning, and code compliance, including building permit review, building inspections, comprehensive planning, land development administration, code enforcement, historic preservation, urban forestry, GIS mapping, public outreach, and citizen advisory board administration.

The Department achieves its commitment to professional, efficient, and responsive public service through emphasis on citizen safety, quality employees, adherence to responsible building and planning principles, practices, and codes, and utilization of current technologies.

CDD handles applications for a variety of topics in building, planning, and community development services.CDD staff are happy to answer any questions regarding the application process. Please call 904-310-3135 for assistance.

Application forms are available on the City's website located in the Document Center under "City Forms" or in hard copy at the Community Development Department at 204 Ash Street. Forms are updated periodically, so be sure to check the website for the latest version before you submit an application.
